The Town of Oakville invites professional artists to submit photo-based artwork to be digitally reproduced as window murals at local community centres in Oakville. The final artwork will be a digital photo-based mural to be printed onto vinyl media that will cover large windows. The selected proposals will engage the local community and reflect on the community.
The group exhibition will occur from May 1 to December, 2023, coinciding with the Scotiabank Contact Photography Festival (May 2023), which celebrates the art and profession of photography, and Culture Days Festival (September 22 to October 15), a national celebration of arts and culture. Artworks are to draw inspiration on re-connecting communities.
Artists may create work specifically for this call or may reformat existing work. The work must be a photo-based artwork provided as high-resolution digital files suitable for large format printing. The town will be responsible for the fabrication and installation of the vinyl media.
This call is open to professional artists living within the Greater Toronto Area community. Artists with demonstrated connections to Oakville will be given priority.
Proposals will be assessed based on artistic merit, relevance of the proposed artwork to a facility and demonstrated capacity to complete the project.
Budget
The commissioned artists will receive $800 (includes HST) each Canadian Dollars*. Fabrication and installation costs are covered by the town and are not included in this proposal.
*This fee includes (but is not limited to):
- the preparation and submission of the proposal
- coordination and technical consultations including approvals or other expertise as required
- preparation of any information and/or documentation
- attendance at meetings and site visits
- travel to the site and to meetings as required
- artwork delivery and relevant materials
Project timeline
- Submission deadline: March 1, 2023 11:59 p.m. EST
- Artist notification: March 15, 2023
- Final design files due: March 31, 2023
- Vinyl fabrication and installation: April 2023
- Installation project completion and public launch: May 2023
- Exhibition on display: May to December 2023

Designs to be suitable for any location. The town reserves the right to assign locations at its discretion.
The window mural installations are planned for the following recreation facility locations:
- Glen Abbey Community Centre, 1415 Third Line
- Iroquois Ridge Community Centre, 1051 Glenashton Drive
- Oakville Trafalgar Community Centre, 325 Reynolds Street
- Queen Elizabeth Park Community and Cultural Centre, 2302 Bridge Road
- River Oaks Community Centre, 2400 Sixth Line
- Sixteen Mile Sports Complex, 2070 Neyagawa Boulevard
- Trafalgar Park Community Centre, 133 Rebecca Street
Project locations may be adjusted pending artist submissions.
Artists should consider the following when creating their submissions
- Artists may create work specifically for this call or may reformat existing work.
- Artwork should draw inspiration on re-connecting communities.
- Only 2D designs are permitted.
- Full-colour or black and white artwork may be used.
- Advertising of any type is not permitted, therefore logos, phrases or branding for any business, product, service or private interest should be avoided.
- High resolution (at least 300 dpi) PDF, Adobe Illustrator .ai files or .eps files are required for production.
Artists authorize the town contractor to alter their image in order for the artwork to be formatted to the window frame. The artist(s) will have approval of the final layout of their work undertaken by the town contractor.
Artists should be aware that the artwork may be subject to damage by the elements or the public. Therefore artists must accept the risk that their artwork may be damaged, altered and/or removed by the town at any time following installation.
Submission requirements
- Application form (PDF).
- Artist curriculum vitae (maximum three pages).
- Proposal. A brief written description which should include information about how the artwork re-connects communities, as well as information about the photo content, design, and colour palette (250 words).
- Maximum of five images of your artwork related to this project, and/or proposed artwork design or artist website.
Submissions to be emailed as one PDF to: public.art@oakville.ca with the subject line Artist_Name_Connextions2023. Submissions must not exceed 10 MB total size.
You will receive an email notification that your application has been received.
Selection process
Submissions will be reviewed by a specially-convened independent selection committee made up of visual arts professionals, community representatives and Town of Oakville staff. The selection committee will choose the successful artists based on the merits of the artwork and technical feasibility. The selected artists will then enter into a contract with the Town of Oakville for the window mural artwork. The artist must guarantee the artwork design is original and does not violate the copyright of any other person.
Reserved Rights of the Town of Oakville
The Town of Oakville is the administrative lead for this project. The Town of Oakville, at its sole discretion, reserves the following rights to:
- Request clarification or additional information, as it deems necessary to evaluate submissions
- Determine the suitability of the submission and capability of the prospective artist(s)
- Select the artist(s) that it deems most appropriate for the project
- Choose to not recommend any application, proposal or finalist and to terminate or re-advertise any project
- Issue public announcements regarding the competition
